Subject: Important Update: Attention Affordable Care Act (ACA) Software Developers, Transmitters and Issuers using ISS-User Interface (UI) Channel


The Internal Revenue Service conducts ongoing security reviews to ensure that the agency safeguards remain ahead of emerging threats. To meet federal security standards, the IRS must enhance the UI Channel with a stronger, one-time identity proofing process. 

Effective May 19, 2019, returning users logging in to the UI Channel with their username and password may be asked to choose one of three options to verify their identities:

• Provide a personal financial account number, OR
• Provide a personal mobile phone number, OR
• Request an authentication code by mail.

Returning users who need to complete this one-time verification will be asked to provide this information after logging in with their existing username and password.

IMPORTANT NOTE: No action is necessary for users who have previously provided financial account or mobile phone information as part of an identity verification process for another tool. This includes users who already have access to IRS e-Services, ACA Application for Transmitter Control Code or personal tools such as Get Transcript or IP PIN. 

Before attempting this process, users should review the requirements under "Security Upgrade" on the Affordable Care Act Information Returns (AIR) page on IRS.gov.
