Dealer Registration for the Clean Energy Vehicle Tool is Open

Beginning January 1, 2024, all dealers and sellers must be registered through IRS Energy Credits Online to submit time-of-sale reports and register for advance payments. 

All dealers and sellers must submit time-of-sale reports through IRS Energy Credits Online for vehicles placed in service beginning January 1, 2024. Registered dealers that provide required information through IRS Energy Credits Online and are in tax compliance may be eligible to participate in the advance payment program once their registration information is verified by the IRS.

Who should complete dealer registration?

Currently, the IRS only allows one initial user for the dealership.  This user should be:

  • An individual representative of the dealer or seller who is currently authorized to legally bind the dealer or seller in these matters can complete the initial registration through IRS Energy Credits Online. Starting December 2023, dealers and sellers will be able to authorize more than one employee to make representations on their behalf through IRS Energy Credits Online.
  • If the user uses assistive technology such as a screen reader, or have trouble taking photos, they may need help to complete the process. Find more information in our accessibility guide.
  • You will login to your Energy Credits Online account to submit time-of-sale reports and authorize additional users. You can use your existing IRS.gov login and password. If you're a new user, have your photo identification ready.

When can my dealership create additional user accounts?

Later this year, your dealership will be able to create additional user accounts.

If the dealership runs into difficulty at any point in the registration process, please reference the Publication 5867, Clean Vehicle Dealer and Seller Energy Credits Online Registration User Guide. 

If the dealership continues to have any problems they may contact irs.clean.vehicles.dealer.info@irs.gov with questions.

The IRS offering office hours to help dealers and sellers register through Energy Credits Online.  Representatives from the IRS will conduct a walkthrough of the registration process and be available to answer questions. 

Registration for each session is limited to 500 participants.  The IRS is strongly encouraging all sellers and dealers of clean vehicles to register for Energy Credits Online immediately and no later than Dec. 1, 2023.
