Subject: Annual System Update for the Modernized e-File (MeF) Assurance Testing System (ATS)


ATS Cutover September 27, 2021 – October 12, 2021

MeF ATS will be unavailable beginning Monday, September 27, 2021, 9:00 a.m. Eastern time until Tuesday, October 12, 2021, 9:00 a.m. Eastern time.

Please refrain from accessing the testing system during this maintenance window.

Please monitor the MeF Operational Status page for future updates.

Important Notes

  • New R10.5 WSDLs (Web Service Definition Language)  will be installed in ATS. Software developers will need to use the new WSDLs to connect to MeF A2A (Application to Application) services. A QuickAlerts bulletin was issued on June 21, 2021 with details on the WSDLs.
  • Use "la.alt" URL (la.alt.www4) for the ATS environment, and use "la" main URL (la.www4) for the Production environment.

MeF Resiliency Update for MeF ATS

With the Filing Season 2022 R10.5 release we are introducing new functionality:

  • In the event of major outages, the portal component of the testing system will be able to accept submissions in a limited capacity. Only Login, Logout and Send Submissions services will be active. All other services will be unavailable during outages. The testing system will be able to return receipts for submissions.
  • A2A Transmitters will see some changes with two new fields (Deposit ID and Receipt ID) as part of Send Submissions Response.
    • Deposit ID is a message level field and Receipt ID is a submission level field; both fields are defined as alphanumeric 80 characters.
    • We recommend that transmitters save these new fields to their system.
  • There is a possibility of multiple acknowledgements for a single submission. Only one acknowledgement will be primary. All other acknowledgements will be secondary and result in a duplicate error.
  • States and IFA users will not be impacted by this change.
