Placed in service generally means when the buyer takes possession of the vehicle. Time of sale reports must be submitted through IRS Energy Credits Online within 3 days of when the vehicle is placed in service. Sellers should still submit time of sale reports even if the report is submitted outside the 3-day window. Used Vehicle Eligibility: Dealers must review vehicle history reports to determine whether the vehicle has been previously transferred to a qualified buyer since August 16, 2022, regardless of whether a credit was taken or not. Dealers look at the vehicle history report and make an attestation about the vehicle's eligibility based on the available vehicle history information. Dealers do not need to confirm if a tax credit has already been claimed on that vehicle and the vehicle history report will not provide this information. IRS Energy Credits Online may reject a time-of-sale report when the IRS has information indicating a vehicle is not eligible, including a prior time-of-sale report submission for the previously owned clean vehicle.
