Permission Management

In the IRS Energy Credits Online tool multiple people can register as users on behalf of their entity.

Additional users are vital for continuity of access. If an entity has only one user and that person is no longer works at the entity, there will be no user that will have the authority to act on its behalf. To prevent this organizations should have at least two Clean Energy Officers. 

It is crucial that clean energy officers review their level of access to ensure correct contact information, email, phone, etc., is associated with the account.

Clean energy officers should review each user and their role currently assigned to their entity. This information should be reviewed and revalidated annually.

The first user to register on behalf of an entity is assigned as a the 'Clean Energy Officer'. The first user will be able to grant additional users the Clean Energy Officer role. Additionally, the Clean Energy Officers:

  • Have full access to IRS Energy Credits Online for the entity.
  • Can authorize and assign permission for additional users.
  • Authorize additional Clean Energy Officers and assign each subsequent user's access.
  • Have permission to modify or revoke permissions for any user associated with the entity, including the first user.

Additional Users

Once the first user has created an account for the organization, they can grant additional users access and assign roles.

Other User Roles

User roles should be reviewed at least once a year.

  • Dealer/Seller: for users that need access to submit Time-Of-Sale Reports and/or request Advance Payments. 
  • Clean vehicle manufacturers: for users that need access to submit periodic reports.
